But if it relies on RNG it's performance cannot really be manipulated by player-input in a meaningful way, making it a coin-toss whether it will be effective in whatever it is doing or not. Let's say he draws buffs or debuffs at random in the form of playing cards. Even if they are very strong, you couldn't really plan around that because rng. They would have to be so powerful that they'd turn the battle in your favor even if your gameplan doesn't really synergize with it, or be useless half the time. I could still see merit in such a class. Imagine forcing enemies to a game of blackjack using some kind of devilish magic, and they have to place bets using their life, and if they lose the bet, they lose the amount of life. But then you'd have to develop an entire mini-game within the game dedicated to just make a single class not suck half the time, while also staying true to its identity. I guess making an entire game revolving around a character like that could absolutely work, but having that as part of a group is pretty difficult.

Every game with a luck based class eventually turns into min maxing the activation chance so that it's so common that it isn't even RNG anymore.
