It's doomed from the start. The entire story with the Legion is about how Caesar and oppressive violence are the only thing keeping it together. With Caesar gone, Lanius takes his place, and every single one of Caesar's top brass tell you in no small terms that Lanius is a retard who tries to solve every single problem with murder and sacrifices.
Caesar's entire strategy hinged on Joshua Graham taking care of logstics and tard-wrangling his worst tendencies. Without Joshua, the entire focus shifted to keep stealing land and enslaving towns until the Legion magically transformed into a functioning civilization like some kind of pokemon evolution, a pretty tall prospect given that Caesar's banned medicine and technology, on top of having doctors and scholars decapitated.

It's hilarious because you can blatantly tell that 80% of the Legion's story is cut content. They talk about all of the issues at length but don't give you a story route to actually fix anything.

It has control over Old World population centers like Tuscon and Phoenix, but given that Caesar is banking on Vegas to be his Rome, it's doubtful these places have very notable human population or much meaningful industry, considering that even in real life these cities are mostly only populated as a monument to man's hubris.

I've always felt killing Caeser is too easy. Not in that Caeser himself should be some sort of Frank Horrigan boss; but that actually getting out of their alive after you kill him should be one of the hardest things in the whole game.

As it is you kill Caesar, you have to deal with a few of his high level Praetorians which can be a challenge; but then you can basically just saunter out of the fort slaughtering low level legionaries. If you kill Caesar the world should drop on your head, the Fort itself should be filled with high level enemies and if you off Caesar even more of them should come pouring out of the woodwork setting up ambushes for you.

Yeah, I feel like there's a legitimate case to be made for reverting to a more simple model of government and labor following a post apocalypse; but aside from Caesar giving you a few lines about Hegellian philosophy you never really see it. The Legion is desperately in need of some intellectual characters other than Caesar himself; but aside from the man on top everyone seems to be a bloodthirsty retard which makes the prospect of their experiment actually working seem pretty much impossible.

I think the Legion is an idea that didn't get developed all the way partly because of time constraints; but also because committing to the concept that a culture that doesn't believe in female equality and crucifies and enslaves people could be anything other than pure evil is too spicy a take for the current year California Overton Window crowd.

I don't really think the Legion would ever be the right choice; but the game and the setting are more interesting if they're developed into at least being a viable philosophy.

Ulysses was actually meant to be that character, he was going to be the designated legion companion and give more context to their actions before eventually leaving to the divide to try and lure you into his assisted suicide scheme. They ended up having to cut him from the base game because he was basically carrying the entire faction on his back and his quest and dialogue started taking up too much space for a character who was slated for the dlc anyway.

I think on its surface NCR is the obvious choice in many ways analogous with present day America. A flawed, corrupt; but still generally functional republic. But if you're paying attention you start to realize that the NCR is an empire that's pushed beyond the limits of what its capable of (pic related, one of my favorite characters in the game). That they lack the capacity to really support the Mojave and their interest in the area is almost entirely in the Hoover dam and the power generation it could provide for them back in California. If you're willing to sacrifice New Vegas and the Mojave as a vassal state for the greater glory of the NCR in the hopes that they'll be able to rebuild America then I can see the NCR being a justifiable choice. But you're sacrificing the good of the Mojave if you take that path.

Yeah, agreed. I think Hanlon is an under utilized character. I think what he represents is really interesting; but his dialogue is hidden behind a kind of boring quest and he just generally doesn't do as much as he could have. Having him be the head of the Rangers and being able to get him and the Desert Rangers to split off from the NCR maybe join House or your Yes Man empire could have been interesting.

That's New Vegas in a nutshell though. Lots of great ideas that don't get developed as well as you'd like because they rushed the thing to market.
