It really is though. Having the same map leads to two great things, it makes skydiving easier having familiarized with locations, and it gives a unique experience of discovering how things changed, no other game in the franchise has done this yet, it's unique.

You're nitpicking, and you're wrong about retcons. Nothing has been retconned, and there's a lot of callbacks.
