Even if the devs clearly wanted to push all boundaries, not just the violence ones.And distribution did matter for PC titles in the 90s. Harvester was a big box 3 CD game, couldn't exactly just distribute that on a shareware site that didn't exist at the time. I know that the OG Doom was famous for being mail order only, but it also sold really badly despite how popular the share version was and they pushed for real distribution with the sequel.

I also absolutely suspect that none of the actors would consent to going nude for this game, especially since almost all of them allegedly had no idea what the final product would even look like.
