I enjoyed 13's world/characters decently. Not the best ever, but I just didn't care for the WAY they told the story in the first game, along with the extremely on rails, no dialogue/sidequests/minigames gameplay.
But I quite liked Noel and Caius a lot in 2, so I suppose they did a fair bit of heavy lifting, but also felt like the characters from the original were a little more interesting there too.
As for XIII-3/LR, I can't say. It really felt like it jumped the shark to a heavy degree there, but I'll find out one day.

Personally found it pretty average
Battle system is definitely good, the jobs are well designed in making the different roles actually matter like XIII-2 improved from XIII.
Monster extinction mechanic is an interesting idea and is well executed, the final monster fights are pretty fun.

The problem though is XIII-3 makes the same mistake as XIII where there's not many battles that actually require you to pay attention to the battle system and use it properly.
XIII was really bad with this as the battle system doesn't even need to be engaged with unless you go out of your way to do the last couple hunts, XIII-3 is better about this but there's large stretches of the game where you just turn your brain off and don't need to engage with the battle system.

The best part of XIII-3 is the monster hunting honestly.
XIII-2 is the best one overall to me with how well the game makes you actually engage with the battle system.

Also the time mechanic of XIII-3 is bad because of how irrelevant it is, there's no time management at all as you can just keep the timer perma paused without much effort

For me it's XIII-2 > XIII-3 > XIII in terms of gameplay

I'll forever lament not getting the real Nomura envisioned FF Versus 13, but you can't take a decade and a half on one game and expect people to still be waiting with baited breath.
