Make it part of the discussion and a trend among gamers (young and old) that fun and accessibility for low-mid range PCs is better than graphic intense movie cinematic slop. Celebrate good optimization in reviews and shit on a game that ignores it. An example would be the reception of MH Wilds. Make it known to devs that most modern games aren't really worth buying or shelling thousands for a GPU or PC.
