In our case we had a storyboard that was animated and voiced. Based on how it is received by the suits they'll either greenlight it for funding and/or request changes or completely refuse it. In our case Netflix would only grant us funding if we had changed the rich white man to a non-asian minority and changed the "poor" character to a female asian, because the main complaint was that most of the audience are not rich white people so they couldn't possibly relate to this cast (poor people shouldn't be able to afford netflix so this makes no sense). Anyway, if it's greenlit for funding you then get the money which allows you to cruise on a salary for several months where you can start writing the actual script/play and having the producer blow money on castings and what not, while also finding additional funding sources like government subsidies and sponsorships. A lot of people do use this to get a free salary for like 2 years and then bail, but companies like netflix only need one banger to make their entire losses back
