i think it was intended to show how much influence sovereign was capable of exerting, seeing that it was able to bring to heel an asari matriarch
unfortunately the game doesn't do a great job of showing you that asari matriarchs are a big deal. there are only a few dialog lines regarding this topic. also the actual fight with benezia is very underwhelming (but all ME1 fights are underwhelming. i was expecting something along the lines of the vasir fight in the ME2 shadow broker DLC but it was just a few waves of enemies and then a straight shot at benezia herself
