As far as playable characters, I'd say Jill followed by Ada.
Rose has more power than both of them, but she's young and inexperienced. I feel like either of those two could still beat her after a tough fight.
Claire is a bit more trained than Rose, but I feel she'd fall short. Sherry is biologically immortal, but she's pretty weak as a fighter. I'd probably say:
Jill > Ada > Sheva > Helena > Rose(end of SoR) > Claire >= Rebecca > Moira >= Rose(beginning of SoR) > Ashley > Natalia

As far as most powerful female heroine period, I have no idea. I haven't played any of the Gun Survivor games or the Outbreaks/Chronicles, so maybe someone from that could be one.
