The TLDR: Doing most of the content in the game gives you these 'secret letter clues'. These clues can be exchanged for currency for weapons, mods and specific banner characters. When a character is no longer the banner character its currency goes into a larger shared loot pool from bosses. So you can farm a character if you missed it, but its gonna take much longer since you cant target farm it when its not part of the current banner.

They might have 1 or 2 C6 of their absolute favorites but most account rosters have like 1-3 copies of 80-90% of the entire roster. This is all a very deliberate marketing strategy to draw in everyone who dreamed about maxing every hoyo character. If they succeed and draw enough low spenders then the hoyo whales will follow the crowd.
