why do fps games require 120+ fps bare minimum while fighting games always run at 60? and why are console games playable at 30?
It's because of the input buffer. Fighting games have to lock the frame rate to match the standard television refresh rate (60hz) for tournament legality, it's an old PAL/NTSC thing. FPS games don't have that restriction so they just let the GPU run wild.

The faster you die in a game, the higher people want their FPS. You die the fastest in shooters. Make sense? They want the highest chance of killing the other person.
