I feel like there might have been a genuine attempt at an RPG with how Megaton and Tenpenny were set up with intertwined quests and various outcomes. But then the rest of the game feels like they were pulling ideas out of a hat to see what they could add in wherever.

Fallout 3's biggest flaw is being set so long after the Great War, the game should have been set like 50 years after the bombs dropped. Maybe even closer.
