There's also a kaiju in the mix and the Red Ring are setting up roadblocks all over the city. You deal with all of that shit in a dispatch mod, sending your team out to different situations, and some of your members are pinned down in different locations, but you deal with all of that. >Then, Toxic and Mr. Armstrong show up (the latter is a guy you get into a fight in a restroom with in Episode 5, when you go to a super villain bar with your team) and you fight them along with your team, Toxic is defeted probably by Waterboy. >Then Shroud shows up. His whole thing is that he's got technology to predict probabilities (he can even finish your sentence before you do), hence why his trap plan in the beginning of Episode 1 worked, and why he knew you're shield were at exactly 28%.
