The games were more concerned with the moment to moment storytelling and grander plots than explicit content.
Not that they didn't have any, there's a quest in NV where a dude working at a casino needs your help to run away with one of the hookers working there because they fell in love with eachother, said hooker also happens to be the first one you see when you wander into the brothel section of the casino and you can pretty much immediately take her upstairs and rail her brains out if you want.
