How could a Ubisoft game have so much SOVL

It's because Ubisoft is simply too big, and operates very inefficiently.
It's clear they are employing some extremely talented people, but they are also emplying people who are extremely bad at their jobs. The UI designers are the worst offenders. They don't understand exactly how UI elements affect the gameplay, so they bloat it with information that destroys any possibility of immersion. So they have some really talented people designing all the amazing environment you can explore, but you will never actually look at the environment and all the amazing detail they put in because you don't need to do that, you just follow the quest marker, beeline to all the icons that highlight every element you can interact with. This makes it feel like the game is just a list of checklists. In fact, every game in existence is just a list of checklists, but the other games are competent enough to present it in a way that you suspend your disbelief, you allow yourself to immerse in the world. Ubisoft completely fails at this. They seem to recognize that there is a problem, because lately they allow you to customize the UI and let you disable elements and whatnot, but that is just a bandaid. They don't seem to have any idea how to actually effectively address the issue.

Has anyone actually played this game at all since it came out? I replayed it a year or so back and it's honestly really bad. The missions are some of the worst in the series as half of them are some form of tailing mission and half of those include that stupid thing where you have to stay close to someone to eavesdrop on them. There's no decent urban environments to climb around in because the entire setting is just an underdeveloped third world filled with shacks and samey jungles. The game itself is longer than its setting, story or gameplay can really handle, there's the stupid modern day office wagie bits, ship combat gets boring because there's no variety to it and you're basically getting destroyed by things until you can upgrade and then you steamroll everything until the next gate so there's no strategy involved, boarding winds up making the entire thing longer than it needs to be as well.

All it's really got going for it is that it looks nice. It's worse than the Ezio games and honestly I'd rank it below Syndicate too.
