There were no jedi then, and that's the point. With the FRS coming there will be player inquisitors who's sole job is to hunt and kill Jedi. It's gonna be mayhem. Jedi are already on the run. It's not easy being hunted down constantly and killed. If you die as a Jedi, you lose all your current XP boxes and your character is locked out for days.
