So do telltale games have very complex choice and consequence or what's the appeal?

They're visual novels. It's not practical to have every choice matter absolutely, so it relies on a trick where you choose the tone of a given conversation but the story remains more or less the same.

They're movies where you get to customize the one-liners to be your personal favorite.
They're fun and give players the feeling of accomplishment.
Later games (Tales from the Borderlands and Batman 1+2) actually do have your choices matter a decent amount. Walking Dead S1 probably tricks you into thinking your choices matter the best.
The stories for Walking Dead 1+2, Wolf Among Us, Tales from the Borderlands, and Batman are all quite good. Game of Thrones is okay too.

Fables is not very good after the first couple of arcs. Wolf Among Us taking a more street-level low-ish stakes approach is the better use of the property. The idea of 'fables living in New York' is undercut by world ending battles and shit like the Adversary.
The series actually gets significantly worse when it continues after The Adversary is dealt with since that at least makes a decently satisfying finale.

The appeal is the story, not the gameplay. Telltale made some of the few great, technically video game, stories.
