Take your example with Quake. The idea of playing a shooter so you can deliberately not fight enemies is retarded. If Quake's vanilla design encouraged that to the point the player hits a wall if they do anything other than running past enemies to the end then I wouldn't want to play that either because it's too forced. I was able to play near-optimally for Eternal but I didn't enjoy it.

The players found the way to make weapon switching even faster, the ways to make Lock-On faster, just like players found the ways to move faster in Quake. But also, you don't have to. I completed Eternal on Ultra-Nightmare (and the second DLC, but not the first one because I died to last boss like 5 times and had to stop), and I didn't quickswitch very often. You can rely on Chaingun, Lock-On Burst, Destroyer Blade etc. The DPS weapons might not be as good as optimal quick switching, but if the difference is killing enemy in 2 seconds instead of 1.5 seconds, why care?
I don't think the game is as bad as OP says but some criticisms I agree with>you can't see shitidk why but this game legitimately hurts my eyes to play and I don't understand why.
