You would think that it's uniqueness. Something that makes them stand out from the crowd. But they can't just be unique, as that can be bad as well. Baz is a perfect example. Sure, he has a unique design, but that just makes him a joke. He is remembered for all the wrong reasons. For a character to be memorable and liked, they have to be unique in combination with being aesthetically pleasing.
Take 2b for example. She has a very distinct look, with her white hair, eye patch, elegant, yet sexy dress. A character like her, you can understand why she is memorable. But then you have characters like Arisu. What the fuck does she have?! She has a normal haircut, boring brown hair and eyes. She just wears normal clothing, and her body and face is indistinguishable from any other character in her own game. And yet, only she is remembered. Who can name another girl from Cinderella girls?? Nobody. But why Arisu? There is nothing about her that stands out, yet everyone knows that she is sex idol Arisu, goddess of sex, PLAPP PLAPP PLAPP PLAPP.
So what really makes a character memorable in a good way, if it's not simply the visuals?

To me a good character design is one that speak volumes about the character's personality and easy to recognize. Look at Peppino as an example. His design is simple and expressive, you already get somewhat of an idea about who he is immediately. Same thing goes to character like Mario, Sonic, Kirby, Doomguy, Kiryu, Sora, etc...
