The idea that every PC game was intended to be played with M+KB is some europoor meme. Early PC games were keyboard only, then some got additional accessory support including mouse or joysticks. It was totally accepted in the late 90s to have a controller accessory for your PC. This just means you're meant to have analog controls. This can be for movement reasons or things like vehicle based games where you need more than binary switches for some inputs.
