In practice, they often command the loyalty of the PDF and whatever local constabulary exists, so punishing them for untoward behavior requires time and resources that could be better spent elsewhere. As such, they can typically do whatever they like to whomever they like, up until there's an alien invasion or a big enough chaos incursion to merit outside intervention.
