Because it was the same map as City just with more snow. IIRC it was also done by some other studio/developers. I remember it being buggy. Basically it was a cash in using the same assets as the last game. It was lazy. Also most people I've talked to about Knight say the only thing they didn't like was the overuse of the bat tank missions.
Why do people blame Suicide Squad being a multiplayer live service game when Arkham Origins proved that Rocksteady just sucks?
