Are there any games which highlight the difference between the male and female gaze like this comparison? Would you consider that men with buff bodies in video games are primarily a male power fantasy, or do you think they are designed like that to appeal to women?

After doing a little research. The Muscle and Fitness magazine is from 2014. The Good Housekeeping issue is from 2013. So, not as drastic as I thought, but an actor like Jackman was at the time bouncing between projects and wasn't a roided out freak all the time. Its smart yontry and appeal to multiple demographics in this way.
