The reason the Spider-Man and Batman games were received so well was because it go to the core of what the fantasy of being Batman or Spider-Man was like. Do that with Superman which means breaking the game into several factors >Reporter/Clark Kent sections Kent needs to get the story and not give away he's Superman. His ability to do so can be balanced against other sections of the gameplay, where players need to be there to get the shot or the interview, but also not wait TOO long to defend the city because you were trying to get the story or couldn't find a phone booth to change >Superman, protector of Metropolis / the planetThis is where the city has the health bar, not Superman. He flies around, prioritizing helping people from both natural and man made disasters . Using the correct power - strength, eye beams, cold breath, flight/jumps - to deal with the situation properly is the issue. This is balanced along with both the aforementioned reporter/kent sections and other things that play into Superman's psyche. For instance, if you use excessive force, end up killing some bank robbers etc.. it will lower Superman's rep and perhaps threaten his mind (there could be a whole arc about one of the various Superman becomes evil if you keep fucking with it, or the times when he becomes depressed/crazy because other people THINK he's evil), and choices like intervening in certain conflicts may have ramifications and choices between protecting the city or country but at some sort of cost. There are a lot of ways to make this work even when he's nigh invulnerable to 'normal' enemies and also capture his innate desire to be a good person and help others, set against the world he lives in and the questions it brings up>Supervillains, extraplanetary threats, and stuff that can hurt SupermanThis can be the more traditional point where he has a health bar; out of room
