Frame Generation is bad because it’s sold as a cure for bad framerates but it is terrible for that, only exacerbating latency and having greater artifacting in when you have a low base framerate. The correct use case for DLSS framegen is taking an already good framerate (60-90 fps) and taking it up to your monitor’s maximum refresh rate. But that’s not very useful for selling midrange GPUs to people trying to scrape together 60 fps.

DLSS easily handles going from 1080p internal to 4k at the DLSS performance setting because the 1080p picture still has enough image information for the neural network to recreate the detail for the 4k image. As your output resolution goes down you generally have to back off to balanced or even quality to retain detail. 540p internal resolution is just too pixelated to offer good reconstruction most of the time. There just isn’t enough there for the neural network to recognize what the proper fine detail should be. So that kind of DLSS use tends to only work on small portable screens where detail loss is less noticeable.

That's why everyone at 4k uses it, it's so good at that res that there's basically no reason not to use it. Whereas at 1080p it's a blatant tradeoff between image quality and performance.Downscaling with DSR+DLSS is a neat trick for some extra image quality beyond your current res, but just increasing your monitor's resolution goes much further for getting more value out of DLSS.
