Ignoring the fact that nobodies actually do have hearts, in the context of Kingdom Hearts 2, why is it bad if Organisations XIII get kingdom hearts to regain their hearts?

No, you got it the wrong, Nobodies do are "born" without a heart, the thing is that they can naturally "grown one" which matures with experiences and about your second question, getting hearts though KH was a big lie, instead they would have gotten copies of xenahort's heart and become his clones which was his plan all along.

Like the other anon said; they already grew their own hearts. They were being lied to to make an artificial Kingdom Hearts so Xemnas/Xehanort could use it to alt+F4 the universe.

Also it was bad because the Kingdom Hearts in 2 was another fake made of the hearts of people turned into Heartless.
