Robert has a death wish and feels crushed by the weight of his legacy. But Chase obviously wants Robert to retire and thinks he's done more than enough. He doesn't want his surrogate son to die in that suit, and believes his role as a dispatcher is the best of both worlds. His crashout in E6 isn't because of his belief or nonbelief in supervillain redemption, but because the good times of the last few weeks/months are over, and he's finally forced to confront the possibility that his boy will become Mecha Man again. At the party when arguing about retrieving the pulse, he specifically says that Robert "doesn't need to keep going out there with no powers putting his life on the line" and "that he doesn't need to be Mecha Man to be a hero." Chase doesn't just want them to not get the pulse that night (like Blazer), he doesn't want them to get the pulse at all. His anger comes out on Invisigal, but what's driving it is fear of losing Robert and his frustration that he is the only one who seems to consider this. From his perspective the others are handing his suicidal son a loaded gun. Invisigal is just the convenient target because she's the only who pushes for it in the moment. The others are willing to wait which would let him put off this terrifying scenario for another day. If they had waited he might instead call out Blazer, or Waterboy, or Sonar.

Then you also run into the issue those missions tend to require Mobility and/or Vigor, which are on the high CBT characters...So basically you need to have foresight to know you need Golem's reconstruct ability. Without foresight you are intentionally crippling yourself.
