The point is Raiden reconciling his primal urge to do violence with his moral compulsion to do good. At the begining of the game, he thinks he wants to just be a normal person, but eventually accepts that that's just what he wanted to want. However, because he is still a good person, he doesn't allow his compulsions to drive him to amorality, but just brutality in pursuit of justice. It's a similar story to Hurt Locker.Where the game DID drop the ball was Armstrong, who spent hid entire life building up the institutions he claims to hate and want to bring down, and this is apparently literally true. It should have been made clear that when Armstrong was befriending Raiden before the proper boss fight, he was just telling Raiden what he wanted to hear, something Raiden would realize based on his interaction with the other Winds of Destruction (who all bad completely different and even incompatible ideas about why they were fighting and what their goal even was) and concluded that Armstrong was just trying to use him, prompting rejection and the start of the proper boss fight.
I wonder if Rising will be in the second MGS collection or if they will release a remaster on it's own later. Like what Platinum did with Bayonetta 2 and the Switch port before working on Bayonetta 3. That one had some extra content too. I don't know what extra could Rising get though...

And if even that somehow went over heads, the Bladewolf DLC literally has a quad amputee who shoved his nugget torso into a walking tank who'se theme song is about dehumanizing himself to be a mechanism for killing without any recognition, respect, or appreciation.Raiden's breakthrough is recognizing what's wrong with him and deciding to find what the best way to deal with it is - he can't live in normal society no matter what method he tries, so he opts to give it up for doing what he can do best to protect people from ending up like him. It's not a "good" ending but it's the best a person in a fantastical scenario such as his can do. Frankly, MGR addresses a real topic and does it better than Kojima did with any of the Solid titles, even if done in a very embellished fashion.

You do realize not every character gets to have a gumdrops and roses happy ending, right? Sometimes their best outcome is bittersweet at best. Raiden's finally able to live comfortably without putting those he cares for at risk, and protect people all at the same time, to the best capacity he can be as a killing machine.
