Disingenuous.
1) 3 Ocelot wasn't intentionally doing goofy things, he was actually still serious but unaware of his goofiness. It's a subtle difference, but still a difference.
2) Even if we disregard point 1, Ocelot hasn't acted like that in decades.
3) Wasn't Ocelot supposed to be imitating Liquid to some degree in 4? That makes his behavior even more bizarre.
