The cities in Assassin's Creed Odyssey are probably one of the first games I've played where I felt they were accurate or at least semi-accurate to scale. They were fucking huge and it had a bunch of them from Athens to Sparta and Olympia.

i don't even care if the cities are small. Just male them large enough to make them *feel* like it could be a real place. That's all. There's a middle ground between making every single building enterable so you can go steal some forks or silverware from some shitty house that is only ever involved in one single quest in the entire game and a city that has loads of buildings but you can only enter a few. Just up the size by several times, like imagine a whiterun with about 40-50 buildings in it as opposed to 12, maybe I can't go in every single one, but I don't need to, some can just be there for filler to add to the atmosphere. Maybe have some random NPCs too that aren't named or anything, just ordinary citizens milling about. You can even just use procedural generation and randomize them.
