Not being able to buy ammo only serves to needlessly limit how you approach the game and what you can do with the shop.

This argument doesn't work when upgrading a weapon refills its ammo and you can literally buy rocket launchers that one-shot bosses. Being able to buy expensive ammo wouldn't upset the game's balance any more than those things do.

It would ruin the feeling they were trying to give you by having you always starved. The game actually gives you ammo the less of it you have, drops become more common. This makes every encounter feel like you just barely had enough to get through it, without ever soft locking you. If you could buy a ton of ammo you would always have a surplus even if it was expensive.
