Not being able to buy ammo only serves to needlessly limit how you approach the game and what you can do with the shop.

This argument doesn't work when upgrading a weapon refills its ammo and you can literally buy rocket launchers that one-shot bosses. Being able to buy expensive ammo wouldn't upset the game's balance any more than those things do.

Sure, but why? The difficult parts of the game aren't that bad anyways, and ammo was never a concern anywhere on Professional. The biggest challenge to Professional is avoiding damage entirely since taking a hit puts you in yellow or danger immediately.
