They did it specifically because the Echo mechanic. It fits her character better and they didnt set out to make a regular Zelda game where the only difference is Zelda instead of Link.
EoW is one of the better and more respectful instances of replacing the MC. Link is responsible for setting the game in motion, is having his own little adventure, NPCs speak highly of him, and hes instrumental in helping Zelda defeat Null.
Hes far more active in Zelda's game than she his any of his, except maybe SS or ST.

I didn't like this in terms of ideology or gameplay.

Not that the game itself would fare any better, my Zelda game pitch would be inspired by the canon of the NES LoZ where the game manual says Zelda split the Triforce of Wisdom and hid it in the labyrinths, so it would basically be placing the pieces, stealth, etc. I think it would have been somewhat novel, too, in that you start with the full power of the Triforce and the difficulty increases as you place more pieces/lose power, however that might work.

This was the best thing about the game, the lazy way would be to make her play like an action hero just like Link, there would be no point to even make the game.
Her commanding minions around fits well with her role as the future ruler of Hyrule, she doesn't fight directly and she has to prove herself in a battle of wits not of raw strength, because a ruler needs wisdom to command others, not just swing a sword really well, this is gameplay/narrative harmony, I didn't expect them to actually try and just make a reskinned Link game.

They made the Echo gimmick first and the decision to start Zelda later most likely, if anything the only point of the game starring Zelda is the excuse on why you can use a sword all the time

This is the only Zelda game i gave alway because i had no interest in keeping it, and i genuinely like the remake of Link's awakening a lot, this game has such a great base, i loved the open map, the characters and even some of the dungeons. The idea of open world top down games is such a underrated concept
But it is all wasted on it's core features, the "link meter" is the best example of a game taunting you with limited fun "Hey! Are you enjoying using a sword? Are you enjoying doing something FAST, REFLEX BASED AND EXTREMELY ON YOUR CONTROL? ARE YOU ENJOYING NOT SCROLLING TROUGH A LOT OF BULLSHIT IN BAD UI BEFORE NOT DOING ANYTHING?"
