You do not have the legal right to copy that book and redistribute those copies. The problem with digital goods is that they grant the publisher far more power than physical goods do. A publisher cannot just break into your house and forcibly take the book back from you, even if you violate the license. But with digital goods, there are ways to do just that.

Correct me if I'm wrong, but is it even steam's role to decide if what you buy is the game directly or only a licence? Isn't that in the hands of the game publishers?
