Most of these enemies are encountered in underground or dark areas.Ludwig in particular is a special case since he has scaling and rotation effects achieved with mode 7.The different SNES modes have different color limitations for sprites, and it was the first game that Nintendo developed for their new hardware so they were still figuring a lot of shit out, and may've been working under a NES mindset were sprites were limited to 4 colors including transparent.There's also just considering, would Blargg look any good if you gave it outlines or shading? It's a lava-dwelling dinosaur made of lava itself.
