I've watched a bunch of youtube videos on the changes and beta versions of missions and it looks like he was always supposed to be a turncoat, but they made awkward late in development changes.

1. Ryder isn't in the Green Saber mission originally.
2. His original betrayal reveal was when he shows up to the meeting that CJ and Caesar watch.
3. Originally this mission was in a HELICOPTER but they changed it to a much closer stake out.
4. You initially gun down Ryder almost unceremoniously at Pier 69, then chase down the other guy in the water.

My guess is that playters complained about Ryder suddenly turning bad and they didn't get it so they tried to make it obvious. Initially his actual betrayal was off-screen where he teams up with Big Smoke after CJ is exiled.

They'd have to kill him off because after all the shit he gives CJ for abandoning Grove Street and the effort he puts into getting crate loads of guns to beef up the homies it'd look really stupid to have him completely abandon the gang by the time you get back to Los Santos
