There are mods for most bethesda games with optimization and load time fixes that should have been solved by the devs themselves. Personally I'd Update all drivers, scan for any weird shit on your PC and look around for one of those. Monitor your hardware usage and thermals also in case something is going wrong there. If it's giving you any kind of error codes you might also have to dig through plebbit posts to find a fix.

works on ps5

though i was able to make game crash everytime at the start. In the prison cell, i picked up a cup trying to figure out controls, pressed block or attack, game crashes. did it 3 times

I recently got a 9800x3d and a 5080, waiting on a 1440p monitor so im still 1080 and STILL this game has awful micro stutters in the open world. The game says like 270+ fps but it still has that little stutter no matter what I do with the settings/bugfix mods

i played on ps5 and only experienced one crash and it honestly ran way way better than i ever expected, but there were other glitches like the one where your weapon gets stuck and you cant swing it
