I'm playing the game now and I always got the impression from memes he would would run up to you in random locations like Skyrim couriers and give you a radiant quest or something, which would be annoying as fuck.So far he's just stayed at my first settlement and only talks to me when I seek him out.

In my last save me and Preston wiped out every godless raider scumbag in Nuka World with extreme prejudice while wearing the best power armor and using the most expensive weaponry. It was glorious.

They never even bother explaining how they started, why the fuck they dress up like that, or why they're the only people in the wasteland to use those ridiculous laser muskets. They don't even have the bare minimum of having a "take back Quincy" sidequest, which is basically the only place in the commonwealth that they had any interaction or history with. Though you could probably say the same thing about virtually anything else in FO4.

Unfortunately since it's Fallout 4 not Fallout New Vegas or Fallout 2 or even Fallout 3 there's no dialogue option to encourage him to just rope.
