It's not that Superman has weird powers. You can just make a Superman game with the powers you consider most relevant and if you get pressed on it, either say your variant's just a little different and doesn't have them, or say he doesn't find them particularly useful.

The problem is that there's basically no overlap between versions of Superman that feel sufficiently powerful and authentic to the average person's conception of Superman and a version you'd actually want to play in a video game.

A lot of good Superman stories are about his morals being tested, his identity being at risk of disclosure, or an entity who meets or exceeds his level of power. The best ones exploit the fact that even Superman can only do so much at once. Convoluted plans, large scale attacks of enemies that aren't in Superman's class, but that are certainly in a class above the rest of the Justice League.

One of the most well liked portrayals of Superman is built around the idea that he lives like a man in a "world made of cardboard." You could go with that for a game, make the point to use Superman's powers effectively without causing too much devastation. But the problem with that is that even one or two unnecessary deaths would be totally unacceptable for Superman. Even significant property damage would be a yellow flag for him. He'd be totally out of character to tolerate even a gameplay appropriate amount of leeway for the player.

The alternative would be to have Superman fight only near peers, away from Earth. You could have him trapped on Apokolips or something. But then you miss out on the day to day aspect of Superman. You can't intervene against crime.

Certainly, you could contrive a story where Superman gets boom-tubed against his will between Earth and a planet of powerful, universally immoral aliens so you could do both, but that would obviously feel contrived, as I said.

That also depends on the writers. Some have him going out of his way to help beyond simply saving the day, like preventing suicides, assisting elderly, helping children have a good day, etc and trying to trust in police and allies to not require him to micromanage every little thing. Others kind of Captain America him as an icon for others to strive to be and he focuses solely on the superhero work, essentially becoming more of a symbol than a person. It's just one of those things that you're gonna constantly see variance on, good or bad.

It is legacy of Comic Code self-regulations that DC fully submitted to in order to have maximized mainstream circulation. Pre-code superhero comics could get surprisingly edgy. I don't think pre-code Superman ever straight up killed anyone, but he was allowed to be more violent towards regular street mooks, and there were ambiguous situations where it was plausible that his foes might have died off-panel as result of Superman's actions. Batman straight up used to kill criminals and use guns. With comics code DC steered the stories more into direction where superheroes would just arrest the villains and them getting taken away by cops alive and well was clearly shown, and usually just used their powers to contain or trap them and kept direct harming of even evil characters in minimum. It can feel off reading some silver age superhero stuff because of how sanitized just fistfighting seem like. They overcorrected making comics lamer by cranking up the absurdity of the plot lines and character's behaviors.

Honestly, I feel like every time this conversation comes up, everyone thinks of the act of killing like it's doing the dishes or washing your car. It's a serious action that takes a toll on the person committing the murder too. It will change you. And I think while to it's extremes it doesn't feel right for super heroes to leave an obvious madman to commit more atrocities, I think it's reasonable to not be some out of control bushwhacker who slaughters people left and right when they go out of line. You may say that there are obvious cases, but imagine killing Mr. Freeze and then learning about his backstory of trying to save his wife. It might be someone rolve with, but it would still leave people with a bad aftertaste. Batman and Superman wanting to insolate their emotional welfare is reasonable, if not, outright necessary for longevity. Superman might be overly conscious that he's lording over a species weaker than him and Batman might have a phobia of turning into what he hates the most. It's not that Batman is above it, it's that he doesn't want to be a part of it.

I remember a Hulk game where you could just go on a rampage, destroying the whole city and that shit was hype to my teen self.

That's literally Superman. The whole point of Lex is that he can never be as good as Superman and he's extremely jealous about it, and the Gunn movie was all about exploring that character trait but stretching it to the extremes to emphasize that critical chracter flaw.
I don't necessarily think that was a bad thing, thanks to Snyderslop polluting the popular consciousness about the Superman mythos, Gunn really needed to portray extreme versions of each character.
Maybe the next Gunn Superman movie will have a more nuanced Lex, since they'll have to work together if imdb is to be believed. But redeeming Lex is gonna be difficult due to all the petty shit he did, even ignoring the whole murdering some random falafel vendor in cold blood in front of Superman's eyes.
