in my country, in speech people just say nine/9 instead of 21 usually but it's not considered wrong to say it's 14 when someone asks you what time it is either, but if you are writing stuff or being formal you use the 24h time

From my movie tier familiarity with military speak it would be something like Twenty One Hundred for 21:00, no "o'clock", but I can't recall if minutes are read like Thirty Two or Three Two.
