FFXIII cost a lot of money to make, but XIII-2 and LR did not because they could reuse the stuff they made for XIII. So the answer is "Because that way they could reuse asseys". XIII-2 and LR are budget games.

Probably because of all the content they cut because it was too ambitious for the PS3. I mean if you play FF13 you instantly realize there is BARELY a game there. Hallways from point A to B to pep-talk cutscene. FF15 was also taking its sweet time to be made.

the crystal engine was worse than FF13 by a lot, it's why FF14 needed to be remade and they put a lot of money into it so they tried to shove it into as many games as possible
