Perhaps the Sister marries the Human King for both pragmatic and possibly romantic reasons. Asgore would obviously support it and everyone would think it’d be the ultimate example of peace and unity between humans and monsters. But the sister has a plan to use humanity’s superior power to her own benefit. She teaches her husband and other high ranking humans about magic and how to use it, and also mentions the whole “monsters and take human souls and become super powerful” thing as well to rile them up. Her entire plan is to start a war between humans and monsters with fear mongering and when Asgore is defeated they’d put her on the throne as the new ruler of monsters. Things however don't go as expected as it turns out the humans were more… more zealous than she thought. The humans round up the monsters and banish them underground, Asgore’s sister is all like “well shit”.

I’d like to think that the tribe/culture of humans that were the first ones to truly interact with monsters were displaced from their original homeland and seeking a new land for settlement and refuge, and giving the lands surrounding the mythical kingdom of monsters being empty it seemed like a good place to stay, this would force them have much more direct contact with monsterkind and start the true beginnings of human-monster diplomacy and relations. After the aftermath of the human-monster war i’d be safe to assume the humans also took a look at monster innovations, which would also aid them in their conquests against the other humans. In the aftermath they’d probably create the first true human civilization ever, and even after the collapse of the kingdom its legacy is still felt.
