Depends on the engine - some engines are already pretty well known/documented so are fairly easy to mod if you have existing knowledge of the engine or general coding knowledge.2Bomb

If it isn't then first someone has to create tools from scratch to extract game assets so they can be looked at so they can then design mods that will run on the game. Some games don't obfuscate or hide thier file structure and make modding easier even if the engine is some in house custom thing.
