The main thing that makes the atmosphere of MM so good is the music and you cant really just buy better music. Technically you can hire a better composer, but the best composers are already working at established companies and they're all Japanese so they have loyalty to not be bought out. That's why the massive budgets aren't producing better atmospheres.
