Turns out you don't have to be on shore to use the bugle. Shore only spawns the concert but you can use it at any point and listen to the concert. My bad I didn't mean to lie. I was just wrongly informed.

After mesa, it just seems like a climber sweep where hunters cant really catch up if the seed is too easy. Being left with no food means that you cant even use your ability if you do catch up. The buggy mess also means you can just be damaged by fellow hunters leaving you with even LESS stamina. Honor rules at campfire seems fine but at the peak is just too generous. If you don't want to leave any scouts behind at that point, just actually go down and help instead of expecting everyone to just politely wait. Especially since theres no way to even identify climbers or hunters.

At shore when the fire was lit the hunters were stuck at the bottom of the biome and had to spawn in antidotes to keep chasing. Mod just needs a hell of a lot more work
