I think this seething over fictional women stems from a cognitive dissonance. Women want to have their own agency and sexual harassment and rape is generally frowned upon. Women hold power in how they present themselves like any man would. They both dress how they want.But when a fictional women is made to be sexy, the creator (man or woman) is "forcing" the fictional character to be sexy because a fictional character can't have agency. By the mere drawing of a woman in a bikini, it is "infringing" on the woman's agency despite it being a made up character. There is a cognitive dissonance between the understanding that woman should have agency, but it is impossible for the fictional character to have agency from a creator. Thus they get pissy at sexy fictional women, official or fan made.
