This is a narrative technique to try and keep you engaged and entertained while you do repetitive or possibly boring content. The gameplay in Arkham Knight hadn't changed much since City or Origins so Joker appearing every 5 seconds helps keep you entertained as a player and allows the writer to keep reinforcing whatever they want you to feel or think from the story.
