Toby explains how Chapter 3 was originally substantially longer because he thought players would be able to get through the board games much faster, but this obviously was not the case, so the team broke up the boards for pacing and cut back Board 3 significantly. And the Chapter STILL dragged on for too long, so Board 3 was cut entirely despite being essentially complete (wasted dev time and resources) and the whole back end of the Chapter was streamlined and re-arranged to make it work.
