I rebuke Rockstar Games for not including a Gang War mechanic in either IV or V. IV kind of makes up for it with the Gang Activity in the cop cars, but V was a completely wasted opportunity, so much space, a gangbanger main character, and yet, no gang wars. That is one of the multiple reasons why IV > V.
