Well, the MMO community does not want action combat. It adds a microskill element to what is otherwise macroskill: the genre. The moment the game starts playing like street fighter is the moment MMO veterans bid their way out. We spent decades perfecting macrogame and we don't want to get replaced by fighting gamer addicts that don't have to worry about macros because what decides the fight is whoever has more fighting autism.

So what you're saying is unskilled players want a game that's going to reward them for the sheer amount of hours they've sunk into unskillfully clicking buttons as opposed to something where they could actually suck and might have to spend more time than another player to improve? Seems like NPCs don't just occupy the game worlds.

I miss when Roblox was just an MMO for children and not seen as a "legitimate" platform you can make money on. It was still shit back then too but atleast it was small enough to not change the gaming industry for the worst.

The whole point of the genre is to be repetitive and action combat gets extremely boring after a few hours. At least rotations with action bars allows you to turn your brain off and then the difficulty comes from handling boss mechanics.
You're never going to have an MMO where multiple players are able to engage in what makes action combat fun. Shit like juggling is impossible to balance when you have multiple characters doing it so it just doesn't make sense in an MMO

Because people don't want action MMOs, see the bevy of dead ones. Many people play MMOs to relax or turn their brains off to mindlessly grind whilst watching something on their second monitor. Action combat is also dog shit for group combat, and difficult encounters all end up playing like a tab target game.

MMOs' monthly economic system preys upon the genre having a low skill ceiling, if any skill at all. If it didn't, it runs the risk of alienating players taking breaks and/or falling behind even more than with a high skill ceiling genre.
It may sound contradictory, but time (through a list of shit to do to catch up to the others) being a more quantifiable, universally achievable concept is a lot less scary than the prospect of needing to get good to catch up to the others. More players are willing to sit through mind numbingly easy tasks than the frustrations and mental fortitude expected of a beginner jumping in a high skill ceiling genre.

Don't get me wrong, I hate MMOs, they're all garbage as far as i'm concerned. I'm simply trying to explain why one with actual gameplay worth giving a shit about hasn't been made.
There's a reason why a lot of high skill genres are struggling economically in a standard economy (if not outright predatory through other means, see rampant DLC cost in fighting games or rhythm games for more songs), but in the frequently practiced monthly/yearly pass economy of MMOs, that's just a death sentence. You don't need to have studied economics to know this.
